gnu: metapixel: Drop docbook workaround.
* gnu/packages/image-processing.scm (metapixel)[arguments]<#:phases>: Drop
'make-local-docbook-xml phase.
[native-inputs]: Use docbook-xml-4.2 instead of docbook-xml.
