gnu: perl: Do not retain references to GCC & co.

* gnu/packages/perl.scm (perl)[arguments]: Add 'remove-extra-references'
phase.  Remove -Dlibpth and -Dplibpth from #:configure-flags.
* gnu/packages/commencement.scm (perl-boot0): Add #:disallowed-references.
