guix: Move http-multiple-get to (guix http-client).
From (guix scripts substitute). This will make it easier to reuse this code.

* guix/scripts/substitute.scm (http-multiple-get): Remove, and move to…
* guix/http-client.scm (http-multiple-get): …here.
