gnu: Add Elixir.
* gnu/packages/elixir.scm: New file.
* gnu/packages/patches/elixir-disable-failing-tests.patch: New file.
* gnu/local.mk (GNU_SYSTEM_MODULES): Add module.
(dist_patch_DATA): Add patch.
