download: Use URI objects for content-addressed mirrors.

This fixes a bug whereby 'http-fetch' would be passed a string instead
of a URI object.

* guix/build/download.scm (url-fetch): Rename 'content-addressed-urls'
to 'content-addressed-uris', and call 'string->uri'.
