store: 'log-file' honors 'GUIX_LOG_DIRECTORY'.
* guix/store.scm (derivation-log-file): Use %LOCALSTATEDIR or "GUIX_LOG_DIRECTORY" instead of (dirname %STATE-DIRECTORY).
