* gnu/packages/patches/openblas-fix-tests-i686.patch: Delete file.
* gnu/local.mk (dist_patch_DATA): Remove it.
* gnu/packages/maths.scm (openblas): Update to 0.3.1.
[arguments, native-inputs]: Don't apply 'openblas-fix-tests-i686.patch'.
