install: Turn off deduplication for the binary tarball.
* gnu/build/install.scm (register-closure): Add #:deduplicate? parameter and
  honor it.
  (populate-single-profile-directory): Likewise.
* gnu/system/install.scm (self-contained-tarball): Pass #:deduplicate? #f.
  Invoke tar with --check-links.
