gnu: u-boot: Update to 2018.09.
* gnu/packages/bootloaders.scm (u-boot): Update to 2018.09.
(u-boot-tools)[arguments]: Substitute "coverage" for "python-coverage". Update
workaround for only 99% test coverage.
