gnu: libffi: Allow cross-compilation.
* gnu/packages/libffi.scm (libffi): Use %standard-cross-phases as the
  base when cross-compiling.  Add (guix build gnu-cross-build) to the
  #:modules when cross-compiling.  Improve synopsis.
