gnu: ruby-public-suffix: Enable tests.
* gnu/packages/ruby.scm (ruby-public-suffix)[arguments]: Enable the tests, add a phase to remove the Rubocop dependency. [native-inputs]: Add bundler, ruby-yard, ruby-mocha and ruby-minitest-reporters.
