gnu: glibc: Add signal SA_SIGINFO support for the Hurd.
* gnu/packages/patches/glibc-hurd-signal-sa-siginfo.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
* gnu/packages/base.scm (glibc): Use it.
