publish: Make the cache eviction policy less aggressive.
Suggested by Mark H Weaver <mhw@netris.org>.

* guix/scripts/publish.scm (nar-expiration-time): New procedure.
(render-narinfo/cached): Use it as the #:entry-expiration passed to
'maybe-remove-expired-cache-entries'.
