gnu: boost: Add $libdir to the RUNPATH of libraries.

* gnu/packages/boost.scm (boost)[arguments]: Add -Wl,-rpath=... to
  BUILD-FLAGS.  Remove 'check' phase and use #:tests? #f instead.
