guix system: Reimplement 'reconfigure'.
* guix/scripts/system.scm (switch-to-system)
(upgrade-shepherd-services, install-bootloader): Delete variable.
(local-eval): New variable.
(install): Remove 'bootloader-installer' and 'bootcfg-file' parameters.
(install): Add 'bootloader' parameter.
