services: upower: Update default percentage values.
These values are those used by default by UPower 0.99.15. * gnu/services/desktop.scm (<upower-configuration>)[percentage-low] [percentage-critical]: Increase. * doc/guix.texi (Desktop Services): Update accordingly.
