gnu: linux-initrd: Add (guix build linux-initrd) and use it.
* gnu/packages/linux-initrd.scm (qemu-initrd): Add #:modules argument.
  Factorize and move some of the code to...
* guix/build/linux-initrd.scm: ... here.  New file.
* Makefile.am (MODULES): Add it.
