doc: Add "Tracking Bugs and Patches" section.
* doc/contributing.texi (Tracking Bugs and Patches): New section.
(Submitting Patches): Refer to it.
* doc/guix.texi: Update copyright line.
* HACKING (Using emacs-debbugs): Remove.
