build: Add 'assert-final-inputs-self-contained' rule.
* build-aux/check-final-inputs-self-contained.scm: New file.
* Makefile.am (EXTRA_DIST): Add it.
  (assert-final-inputs-self-contained): New target.
  (distcheck-hook): Depend on it.
