distro: Add GNU Cpio.
* distro/packages/cpio.scm,
  distro/packages/patches/cpio-gets-undeclared.patch: New files.
* Makefile.am (MODULES): Add 'cpio.scm'.
  (dist_patch_DATA): Add 'cpio-gets-undeclared.patch'.
