build: Move `distro/patches' to `distro/packages/patches'.
* distro/patches: Move directory to...
* distro/packages/patches: ... here.
* Makefile.am (dist_patch_DATA): Adjust accordingly.
* pre-inst-env.in (DISTRO_PATCH_DIRECTORY): Likewise.
