services: Add openvswitch-service-type.

* gnu/services/networking.scm (<openvswitch-configuration>): New record type.
(openvswitch-activation, openvswitch-shepherd-service): New procedures.
(openvswitch-service-type): New variable.
* doc/guix.texi (Networking Services): Document it.
