scripts: Add 'publish' command.
* guix/scripts/publish.scm: New file. * po/guix/POTFILES.in: Add it. * tests/publish.scm: New file. * Makefile.am (MODULES): Add script module. (SCM_TESTS): Add test module. * doc/guix.texi ("Invoking guix publish"): New node.
