services: nar-herder: Support ttl and negative-ttl options.
* gnu/services/guix.scm (<nar-herder-configuration>): Add ttl and negative-ttl
fields.
(nar-herder-shepherd-services): Pass the ttl and negative-ttl values to the
service.
* doc/guix.texi (Guix Services): Document this.
