derivations: Add #:local-build? parameter for derivations.
* guix/derivations.scm (derivation): Add #:local-build? parameter and
  honor it.
  (build-expression->derivation): Likewise.
* doc/guix.texi (Derivations): Update documentation of these
  procedures.
