gnu: Define '%base-services'.
* gnu/services/base.scm (%base-services): New variable.
* gnu/system.scm (<operating-system>)[services]: Change the default
  value to %BASE-SERVICES.
* doc/guix.texi (Using the Configuration System): Change
  '%standard-services' to '%base-services'.
