build: Don't generate Emacs autoloads when Emacs is unavailable.
Reported by Andreas Enge. * configure.ac: Define 'HAVE_EMACS' Automake conditional. * emacs.am ($(AUTOLOADS)): Wrap in 'if HAVE_EMACS'.
