emacs: Simplify defining parameter titles.

* emacs/guix-utils.el (guix-symbol-title): New procedure.
* emacs/guix-base.el (guix-get-param-title): Use it.
  (guix-param-titles): Remove most titles as they are automatically
  defined by 'guix-symbol-title'.
