file-systems: Add read-luks-partition-uuid.
Add a specific procedure to read luks partition uuid.

* gnu/build/file-systems.scm (luks-partition-field-reader): New procedure ...
(luks-partition-uuid-predicate): ... used here,
(read-luks-partition-uuid): new exported procedure.
