services: nix: Move nix.conf generation to etc-service-type.
/etc/nix/nix.conf is a static file doesn't need rebuild on every boot. * gnu/services/nix.scm (nix-activation): Don't create /etc/nix/nix.conf. (nix-service-etc): New function.
