gnu: Add debops.
* gnu/packages/admin.scm (debops): New variable.
* gnu/packages/patches/debops-constants-for-external-program-names.patch,
  gnu/packages/patches/debops-debops-defaults-fall-back-to-less.patch:
  New files.
* gnu/local.mk: Add them.
