gnu: cross-libc: Build fix for the Hurd.
This fixes cross building of coreutils, e.g.

    ./pre-inst-env guix build --target=i586-pc-gnu coreutils

* gnu/packages/cross-base.scm (cross-libc): Add -lhurduser, -lmachuser for the
Hurd.
