gnu: mesa: Add support for powerpc-linux.

* gnu/packages/gl.scm (mesa)[inputs]: Add llvm, glslang for powerpc.
[arguments]: Customize the configure flags for powerpc. Add powerpc
specific phase to skip failing tests.
