gnu: fp16: Fix build on i686-linux.
* gnu/packages/patches/fp16-implicit-double.patch: New file. * gnu/local.mk (dist_patch_DATA): Adjust accordingly. * gnu/packages/maths.scm (fp16)[source](patches): Add it.
