gnu: chicken: Update to 4.13.0.
* gnu/packages/scheme.scm (chicken): Update to 4.13.0.
[source]: Remove obsolete patches.
* gnu/packages/patches/chicken-CVE-2017-6949.patch,
gnu/packages/patches/chicken-CVE-2017-11343.patch: Delete files.
* gnu/local.mk (dist_patch_DATA): Remove them.
