gnu: expat: Update to 2.1.1.
* gnu/packages/patches/expat-CVE-2015-1283.patch: Delete file.
* gnu-system.am (dist_patch_DATA): Remove it.
* gnu/packages/xml.scm (expat): Update to 2.1.1.
[source]: Use bz2 tarball.  Remove patch.
