gnu: hurd: Update to upstream Hurd-reserved xattr index.

This enables setting (and reading) passive translators when preparing a Hurd
file system from GNU/Linux.

* gnu/packages/patches/hurd-xattr.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
* gnu/packages/hurd.scm (hurd): Use it.
