gnu: potrace: Update to 1.16.
* gnu/packages/patches/potrace-tests.patch: Delete file. * gnu/local.mk (dist_patch_DATA): Adjust accordingly. * gnu/packages/fontutils.scm (potrace): Update to 1.16. [source](patches): Remove.
