gnu: python-pandas: Fix build on 32-bit.
* gnu/packages/patches/python-pandas-skip-failing-tests.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
* gnu/packages/python.scm (python-pandas, python2-pandas): Use it.
