gnu: tcl: Produce 'tclIndex' files deterministically.
* gnu/packages/patches/tcl-mkindex-deterministic.patch: New patch.
* gnu/packages/tcl.scm (tcl)[source]: Use it.
* gnu-system.am (dist_patch_DATA): Add it.
