gnu: gstreamer: Fix buffer offset problem.
* gnu/packages/patches/gstreamer-buffer-reset-offset.patch: New file. * gnu/local.mk (dist_patch_DATA): Add it. * gnu/packages/gstreamer.scm (gstreamer)[source](patches): New field. [arguments]: Do not disable any tests.
