gnu: proj-7: Add upstream patch.
* gnu/packages/patches/proj-7-initialize-memory.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
* gnu/packages/geo.scm (proj-7)[source]: Add it.
