gnu: Add meson-for-build.
* gnu/packages/build-tools.scm (meson-for-build): New variable. * gnu/packages/patches/meson-for-build-rpath.patch: New file. * gnu/local.mk (dist_patch_DATA): Register it. Signed-off-by: Ludovic Courtès <ludo@gnu.org>
