gnu: Add python-robotframework.
* gnu/packages/python-xyz.scm (python-robotframework): New variable. * gnu/packages/patches/python-robotframework-honor-source-date-epoch.patch: Add patch. * gnu/local.mk (dist_patch_DATA): Register it.
