gnu: ceph: Disable failing test.
* gnu/packages/patches/ceph-disable-unittest-throttle.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
* gnu/packages/storage.scm (ceph)[source]: Use it.
