gnu: vulkan-loader: Enable tests.

* gnu/packages/vulkan.scm (vulkan-loader)[arguments]: Remove #:tests? and
 #:configure-flags.  Add #:phases to unpack googletest and disable tests that
cannot run in the build container.
[native-inputs]: Add (PACKAGE-SOURCE GOOGLETEST).
