icu4c-66.1 FTBFS on powerpc-linux-gnu.

* gnu/packages/icu4c.scm (icu4c): Update to 67.1.
[source]: Remove patch, patch-flags.
* gnu/packages/patches/icu4c-CVE-2020-10531.patch: Remove file.
* gnu/local.mk (dist_patch_DATA): Remove it.
