gnu: rnp: Improve package style.
* gnu/package/openpgp.scm (rnp)[phases]{fixes}: Rename fixes to patch-tests, use
search-input-file, and remove trailing #t.
{check}: Respect tests?.
[native-inputs]: Remove labels.
[home-page]: Update URL.
