gnu: strace: Fix build failure on Linux-Libre 4.16.
* gnu/packages/patches/strace-kernel-4.16.patch: New file. * gnu/local.mk (dist_patch_DATA): Register it. * gnu/packages/linux.scm (strace)][source](patches): New field.
