gnu: rocksdb: Don't build static library.

* gnu/packages/databases.scm (rocksdb)[arguments]<#:phases>: Add new Makefile
substitution. Remove 'delete-static-library' phase. Adjust
'build-release-libraries' phase to match.
<#:make-flags>: Remove redundant flag.
